Those with the second-level maintenance-type "Permit for Carrying (Repair, Trial) Power Facilities" can engage in maintenance activities of power facilities with voltage levels below 220 kV. Applicants should meet the following conditions:
(1) Legal personality and sound organizational structure;
(2) Registered capital and net assets of more than 20 million yuan;
(3) Experience in maintaining lines and substation facilities above 110 kV for more than 3 consecutive years;
(4) The technical director and safety director have more than 5 years of experience in the maintenance and management of power facilities, and have advanced technical qualifications in power-related majors;
(5) More than 30 professional technical and economic management personnel, including more than 20 electricity-related professional engineering technicians;
(6) More than 60 electricians holding network access operation licenses, including more than 35 high-voltage electricians and more than 10 special electricians;
(7) Improve and effective production safety organizations and systems, carry out safety training in accordance with the law, and have more than 4 full-time safety supervisors;
(8) Maintenance machines and equipment suitable for the scope of projects that can be undertaken;
(9) A sound technical archives management system.
(10) Requirements for social security certificates for all personnel: At least one of the following items should be presented in the social security records: "Form of Payment Base of Enterprises and Urban Workers in XX Year","Statement of Individual Payment Information of Social Insurance in XX Year","Social Security Manual","Medical Insurance Manual"
