Those with the fourth-level test category "Permit for Carrying (Repair, Trial) Power Facilities" can engage in testing activities of power facilities with voltage levels below 35 kV. Applicants should meet the following conditions:
(1) Legal personality and sound organizational structure;
(2) Registered capital and net assets of more than 6 million yuan;
(3) The technical director and safety director have more than 3 years of experience in power facility test management, and have junior or above technical qualifications in power-related majors;
(4) More than 10 professional technical and economic management personnel, including more than 4 electricity-related professional engineering technicians;
(5) More than 6 electricians holding network access operation licenses, including more than 2 high-voltage electricians and more than 3 special electricians;
(6) Improve and effective production safety organizations and systems, carry out safety training in accordance with the law, and have more than one safety management personnel;
(7) Fixed business premises with a total area of more than 400 square meters, various professional laboratories and test equipment for testing power facilities with voltage levels above 35 kV;
(8) A sound technical archives management system.
(9) Requirements for social security certificates for all personnel: At least one of the following items should be presented in the social security records: "Form of Payment Base of Enterprises and Urban Workers in XX Year","Statement of Individual Payment Information of Social Insurance in XX Year","Social Security Manual","Medical Insurance Manual".
