For those who are under the first-level test category of "Power Facilities Undertaking (Repair, Test) License", they can engage in testing activities of all voltage levels of power facilities. Applicants should meet the following conditions:
(1) Legal personality and sound organizational structure;
(2) Registered capital and net assets of more than 48 million yuan;
(3) Experience in testing lines and substation facilities above 330 kV for more than 2 consecutive years or experience in testing lines and substation facilities of 220 kV for more than 3 consecutive years;
(4) The technical leader and safety leader have more than 8 years of experience in power facility test management and have senior technical qualifications in power-related majors;
(5) More than 50 professional technical and economic management personnel, including more than 35 electricity-related professional engineering technicians;
(6) More than 35 electricians holding network access operation licenses, including more than 10 high-voltage electricians and more than 15 special electricians;
(7) Improve and effective production safety organizations and systems, carry out safety training in accordance with the law, and have more than 5 full-time safety supervisors;
(8) Fixed business sites with a total area of more than 6000 square meters, various professional laboratories and test sites and equipment for testing power facilities with voltage levels above 330 kV;
(9) A sound technical archives management system.
(10) Requirements for social security certificates for all personnel: At least one of the following items should be presented in the social security records: "Form of Payment Base of Enterprises and Urban Workers in XX Year","Statement of Individual Payment Information of Social Insurance in XX Year","Social Security Manual","Medical Insurance Manual".
