Those with the first-level "Power Facilities Contracting (Repair, Trial) License" can engage in installation activities of all voltage levels of power facilities. Applicants should meet the following conditions:
(1) Legal personality and sound organizational structure;
(2) Registered capital and net assets of more than 60 million yuan;
(3) Have undertaken any of the following projects listed in sub-item 1 and sub-items 2 and 3 in the past 3 years, and the project quality is qualified:
1. 2 substations with voltage levels above 330 kV or 5 substations with voltage levels of 220 kV; 2. 300 kilometers of overhead lines above 330 kV or 500 kilometers of overhead lines above 220 kV; 3. 80 kilometers of cable lines above 220 kV or 1 crossing project with a tower elevation of more than 100 meters.
(4) The maximum annual project settlement income from engaging in power facility installation business in the past three years is more than 200 million yuan;
(5) The technical director and safety director have more than 10 years of experience in the installation and management of power facilities, and have advanced technical qualifications in power-related majors;
(6) More than 70 professional technical and economic management personnel, including more than 50 people with intermediate or above technical qualifications in electricity-related majors;
(7) More than 15 first-level registered construction engineers in electricity-related majors;
(8) There are more than 120 electricians holding network access operation licenses, including more than 70 high-voltage electricians, more than 20 special electricians, and the number of people in each profession is not less than 5;
(9) More than 3 full-time budget and quality inspection personnel each, and more than 20 installation foremen;
(10) Improve and effective production safety organizations and systems, carry out safety training in accordance with the law, and have more than 5 full-time safety supervisors;
(11) Construction machinery and equipment suitable for the scope of projects that can be undertaken;
(12) A sound technical archives management system.
(13) Requirements for social security certificates for all personnel: At least one of the following items should be presented in the social security records: "Form of Payment Base of Enterprises and Urban Workers in XX Year","Statement of Individual Payment Information of Social Insurance in XX Year","Social Security Manual","Medical Insurance Manual".
