This standard is formulated according to the regulations on the Administration of Construction Engineering Survey and Design and the regulations on the Management of qualification of Construction Engineering Survey and Design.
I. General principles
(1) this standard includes the corresponding types of engineering investigation, main professional and technical personnel, technical equipment and scale division, etc. (see Annex 1: main professional and technical personnel allocation table of engineering investigation industry; annex 2: main technical equipment allocation table of engineering investigation; Annex 3: scale division table of engineering investigation projects).
(2) the scope of engineering investigation includes geotechnical engineering, hydrogeological investigation and engineering survey of construction projects.
(C) Engineering investigation qualifications are divided into three categories:
1. Comprehensive qualification for engineering investigation
The comprehensive qualification of engineering investigation refers to the qualification of engineering investigation, which includes all professional qualifications of engineering investigation.
2. Professional qualification of engineering investigation
Engineering investigation professional qualification includes: geotechnical engineering professional qualification, hydrogeological investigation professional qualification and engineering survey professional qualification; among them, geotechnical engineering professional qualification includes: geotechnical engineering investigation, geotechnical engineering design, geotechnical engineering geophysical test and monitoring and other geotechnical engineering (sub-item) professional qualification.
3. Engineering investigation labor service qualification
Engineering investigation service qualifications include: engineering drilling and well sinking.
(4) the comprehensive qualification for engineering investigation shall only be Class A. Geotechnical engineering, geotechnical engineering design, geotechnical engineering geophysical testing and monitoring professional qualification A, B two levels; geotechnical engineering investigation, hydrogeological exploration, engineering survey professional qualification A, B, C three levels. The qualification of engineering investigation service shall not be classified into different grades.
(5) this standard mainly assesses the qualifications and reputation, technical conditions, technical equipment and management level of the enterprise. Among them, the main professional and technical personnel in the technical conditions are as follows:
1. To assess the registered professional qualification and performance of a registered civil engineer (geotechnical) or a first-class registered structural engineer.
2. The professional and technical titles of unregistered professional and technical personnel (hereinafter referred to as non-registered personnel) shall be assessed in accordance with the majors specified in Appendix 1. The non-registered personnel of the leading major need to assess the corresponding performance, and the leading major of engineering investigation is shown in Annex 1.
(6) when applying for two or more professional qualifications for engineering investigation, the professional setting and the allocation of registered personnel of the corresponding specialties in Appendix 1 shall be met at the same time, and the number of professional and technical personnel of the same specialty shall be subject to the high value.
(7) if he has the professional qualification of geotechnical engineering, he can undertake the corresponding geotechnical engineering management business within the scope of his qualification; if he has Class A professional qualification of geotechnical engineering or any of the three types of (sub-item) professional qualifications such as geotechnical engineering investigation, design, geophysical testing, testing and monitoring, he can undertake the corresponding geotechnical engineering consulting business within the scope of his qualifications.
(8) the main professional and technical personnel referred to in this standard shall be aged 60 or less.
II. Calibration
(1) Comprehensive qualification for engineering investigation
1-1 seniority and reputation
(1) it meets the requirements of an enterprise as a legal person and has 10 years or more experience in engineering investigation.
(2) the paid-in registered capital shall not be less than 10 million yuan.
(3) the social reputation is good, and there have been no general or above accidents of quality and safety responsibility in the past 3 years.
(4) the engineering investigation projects independently completed in the past five years shall meet the following requirements: not less than 5 geotechnical engineering investigation, design, geophysical testing and monitoring Class A projects, and no less than 5 hydrogeological exploration or engineering survey Class A projects, and the quality is qualified.
1-2 technical conditions
(1) the professional equipment is complete and reasonable. The number of major professional and technical personnel shall not be less than the number specified in the Table of main Professional and Technical personnel in the Engineering Survey Industry.
(2) the principal technical person-in-charge or chief engineer of an enterprise shall have a bachelor's degree or above, have more than 10 years of engineering investigation experience, and have presided over not less than 2 grade A projects of this specialty as the project leader, with the professional qualification of registered civil engineer (geotechnical) or the senior professional and technical title of this major.
(3) among the personnel specified in the Table of Major Professional and Technical personnel in the Engineering investigation Industry, the registered personnel shall, as the person in charge of the professional technology, preside over not less than 2 projects of grade B or above of the type of engineering investigation applied for. Among the leading professional non-registered personnel, at least one of the leading majors has presided over not less than 2 corresponding type of engineering investigation Class A projects as the professional and technical person in charge, and other non-registered personnel shall, as professional and technical persons, have presided over not less than 3 corresponding type of engineering survey grade B or above projects, including not less than 1 Class A project.
1-3 Technical equipment and management level
(1) to have perfect technical equipment to meet the requirements of the main Technical equipment allocation Table for Engineering investigation.
(2) there are fixed workplaces and indoor test places that meet the needs of work, and the construction area of the main fixed places is not less than 3000 square meters.
(3) it has perfect management system of technology, operation, equipment and materials, personnel, finance and archives, and has passed the certification of IS09001 quality management system.
(2) Professional qualification of engineering investigation
1. Class A
1-1 seniority and reputation
(1) it meets the requirements of an enterprise as a legal person and has 5 years or more qualifications in engineering investigation.
(2) the paid-in registered capital shall not be less than 3 million yuan.
(3) the social reputation is good, and there have been no general or above accidents of quality and safety responsibility in the past 3 years.
(4) the engineering investigation projects independently completed in the past 5 years shall meet the following requirements:
Professional qualification of geotechnical engineering: not less than 3 geotechnical engineering investigation Class A projects or not less than 5 Class B projects, no less than 2 geotechnical engineering design Class A projects or no less than 4 Class B projects, no less than 2 Class A projects or no less than 4 Class B projects for geophysical exploration and monitoring of geotechnical engineering, and the quality is qualified.
Professional qualification of geotechnical engineering (sub-item), professional qualification of hydrogeological investigation and professional qualification of engineering survey: not less than 3 Class A projects or not less than 5 Class B projects of the engineering investigation type applied have been completed, and the quality is qualified.
1-2 technical conditions
(1) the professional equipment is complete and reasonable. The number of major professional and technical personnel shall not be less than the number specified in the Table of main Professional and Technical personnel in the Engineering Survey Industry.
(2) the principal technical person-in-charge or chief engineer of an enterprise shall have a bachelor's degree or above, have more than 10 years of engineering investigation experience, and have presided over not less than 2 grade A projects of this specialty as the project leader, with the professional qualification of registered civil engineer (geotechnical) or the senior professional and technical title of this major.
(3) among the personnel specified in the Table of Major Professional and Technical personnel in the Engineering investigation Industry, the registered personnel shall, as the person in charge of the professional technology, preside over not less than 2 projects of grade B or above of the type of engineering investigation applied for. As the person in charge of professional technology, the leading professional non-registered personnel have presided over not less than 2 projects of grade B or above of the type of engineering investigation applied for, among which, at least one professional and technical personnel of each leading major has presided over not less than 2 Class A projects of the type of engineering investigation applied for.
1-3 Technical equipment and management level
(1) to have perfect technical equipment to meet the requirements of the main Technical equipment allocation Table for Engineering investigation.
(2) there are fixed workplaces and indoor test places to meet the needs of work.
(3) there are perfect quality and safety management system and management system of technology, operation, equipment and materials, personnel, finance, archives and so on.
2. Class B.
2-1 seniority and reputation
(1) to meet the requirements of an enterprise as a legal person.
(2) the society has a good reputation, and the paid-in registered capital is not less than 1.5 million yuan.
2-2 Technical conditions
(1) the professional equipment is complete and reasonable. The number of major professional and technical personnel shall not be less than the number specified in the Table of main Professional and Technical personnel in the Engineering Survey Industry.
(2) the main technical person-in-charge or chief engineer of the enterprise shall have a bachelor's degree or above, have more than 10 years of engineering investigation experience, and have presided over not less than 2 grade B projects or not less than 1 grade A project as the project leader, and have the professional qualification of registered civil engineer (geotechnical) or the senior professional and technical title of this major.
(3) among the personnel specified in the list of Major Professional and Technical personnel in the Engineering investigation Industry, the registered personnel shall, as the person in charge of professional technology, preside over not less than 2 projects of grade B or above of the type of engineering investigation applied for; leading professional non-registered personnel, as professional and technical persons, have presided over not less than 2 Class B projects or not less than 1 Class A projects of the type of engineering investigation applied for.
2-3 Technical equipment and management level
(1) to have technical equipment corresponding to the engineering investigation project that can meet the requirements and meet the requirements stipulated in the main Technical equipment allocation Table for Engineering investigation.
(2) there is a fixed workplace that meets the needs of work.
(3) there are relatively perfect quality and safety management systems and management systems such as technology, operation, equipment and materials, personnel, finance, archives and so on.
3. Class C
3-1 seniority and reputation
(1) to meet the requirements of an enterprise as a legal person.
(2) the society has a good reputation, and the paid-in registered capital is not less than 800000 yuan.
3-2 technical conditions
(1) the professional equipment is complete and reasonable. The number of major professional and technical personnel shall not be less than the number specified in the Table of main Professional and Technical personnel in the Engineering Survey Industry.
(2) the principal technical person-in-charge or chief engineer of the enterprise shall have a college degree or above and more than 10 years of engineering investigation experience; as the project person-in-charge, he has presided over not less than 2 projects of this professional type of engineering investigation, of which, not less than 1 project of grade B or above; with registered civil engineer (geotechnical) professional qualification or intermediate professional and technical title.
(3) among the personnel specified in the Table of Major Professional and Technical personnel in the Engineering investigation Industry, the leading professional non-registered personnel have presided over not less than 2 projects of the type of engineering investigation applied for as the person in charge of professional technology.
3-3 Technical equipment and management level
(1) to have technical equipment corresponding to the engineering investigation project that can meet the requirements and meet the requirements stipulated in the main Technical equipment allocation Table for Engineering investigation.
(2) there is a fixed workplace that meets the needs of work.
(3) there are relatively perfect quality and safety management systems and management systems such as technology, operation, equipment and materials, personnel, finance, archives and so on.
(3) qualification of engineering investigation service
1. Engineering drilling
1-1 seniority and reputation
(1) to meet the requirements of an enterprise as a legal person.
(2) the society has a good reputation, and the paid-in registered capital is not less than 500000 yuan.
1-2 technical conditions
(1) the main technical person in charge of the enterprise has more than 5 years working experience in project management, and has the professional title of junior or above or the professional qualification of senior engineer or above.
(2) having qualified drillers, descriptors, surveyors, safety guards and other skilled workers who have passed the examination or training, with a full range of jobs and not less than 12 people.
1-3 Technical equipment and management level
(1) to have the necessary technical equipment to meet the requirements stipulated in the allocation Table of main Technical equipment for Engineering investigation.
(2) there is a fixed workplace that meets the needs of work.
(3) the quality and safety management system and technology, operation, equipment and materials, personnel, finance, archives and other management systems are sound.
2. Shaft sinking
2-1 seniority and reputation
(1) to meet the requirements of an enterprise as a legal person.
(2) the society has a good reputation, and the paid-in registered capital is not less than 500000 yuan.
2-2 Technical conditions
(1) the main technical person in charge of the enterprise has more than 5 years working experience in project management, and has the professional title of junior or above or the professional qualification of senior engineer or above.
(2) having qualified drillers, welders, electricians, safety workers and other skilled workers who have passed the examination or training, with a full range of jobs and not less than 13 people.
2-3 Technical equipment and management level
(1) to have the necessary technical equipment to meet the requirements stipulated in the allocation Table of main Technical equipment for Engineering investigation.
(2) there is a fixed workplace that meets the needs of work.
(3) the quality and safety management system and technology, operation, equipment and materials, personnel, finance, archives and other management systems are sound.
Third, undertake the scope of business
(1) Comprehensive Class A qualification for engineering investigation
To undertake the business of geotechnical engineering, hydrogeological survey and engineering survey of all kinds of construction projects (except marine engineering survey), and their scale is not restricted (except for class C projects of geotechnical engineering investigation).
(2) Professional qualification of engineering investigation
1. Class A
To undertake the engineering investigation business of all kinds of construction projects within the scope of professional qualifications, and its scale is not limited.
2. Class B.
To undertake the engineering investigation business of class B and below of all kinds of construction projects within the scope of professional qualifications.
3. Class C
Undertake engineering survey business of Class C scale for various construction projects within the scope of this professional qualification.
(3) Engineering survey labor qualification
Undertake corresponding engineering survey labor services such as engineering drilling and well sinking.
4. Attached Provisions
(1) Other assessment requirements for non-registered professional and technical personnel in this standard:
The non-registered personnel in the "Allocation Table of Main Professional and Technical Personnel in the Engineering Survey Industry" must have a college degree or above, intermediate or above professional and technical titles, and have been engaged in engineering survey practice for more than 8 years; the table requires professional and technical personnel to have senior professional and technical titles, follow its provisions.
(2) The qualification standards for marine engineering survey will be formulated separately.
(3) This standard shall come into effect as of the date of promulgation.
(4) The interpretation of this standard is the responsibility of the Ministry of Housing and Urban-Rural Development.
