Municipal Housing and Urban-Rural Construction Committees (Urban-Rural Construction Committees):
Strengthening the management of special construction workers and improving the quality of special construction workers are important measures to prevent and reduce safety accidents in construction production. In order to further implement the Ministry of Housing and Urban-Rural Development's "Implementation Opinions on the Management of Production Safety Licenses for Construction Enterprises"(Jianzhi [2004] No. 148), Notice on Issuing the Regulations on the Management of Special Construction Operations Personnel (Jianzhi [2008] No. 75) and the "Notice on Issuing and Issuing"(Jian 'an [2009] No. 90) and other documents, do a good job in the new application and extension of production safety licenses for construction enterprises, and combine the actual situation of building safety work in our province, We hereby notify the following matters related to special operation operators of housing construction and municipal engineering construction enterprises.
1. Implement hierarchical and classified regulations on the categories and number of special operation operators in housing construction and municipal engineering construction enterprises. Special and first-level general contracting enterprises require no less than 15 special operation operators for corresponding types of work, no less than 8 special operation operators for corresponding types of work, and no less than 5 special operation operators for corresponding types of work, and no less than 2 electricians and welders for enterprises with each qualification level.
2. Professional contracting construction enterprises for housing construction and municipal engineering should have special construction personnel for corresponding types of work, with no less than 2 people for each type of work, including no less than 1 electricians and no less than 1 welder.
3. The number of special operations personnel in housing construction and municipal engineering labor subcontracting enterprises shall be stipulated accordingly according to their qualification standards, and the certified employment rate must reach 100%.
4. There are no less than one building electrician and one building welder in urban landscaping construction enterprises.
This notice will be implemented as of the date of issuance.
