5 qualification standard for general contracting of municipal public works construction
The general contracting qualification for the construction of municipal public works can be divided into special grade, first grade, second level and third grade.
5.1
First-class qualification standard
5.1.1 Enterprise assets
The net asset is more than 100 million yuan.
5.1.2 key personnel of the enterprise
(1) there are not less than 12 registered builders in the first class of municipal public works.
(2) the technical person-in-charge has more than 10 years of experience in engineering construction technical management, and has a senior professional title related to municipal engineering; there are not less than 30 people with intermediate professional titles related to municipal engineering, and the specialties are complete.
(3) there are not less than 50 construction site managers holding job certificates, and builders, quality personnel, safety personnel, mechanics, price makers and laborers.
The clerk and other personnel are complete.
(4) not less than 150 skilled workers at or above the intermediate level who have passed the examination or training.
5.1.3 Enterprise Engineering performance
In the past 10 years, he has undertaken the construction of 4 of the following 7 categories of projects, of which at least the projects listed in Category 1 are qualified.
(1) accumulative total construction of more than 25 kilometers of urban trunk roads, or more than 1.5 million square meters of road area above urban secondary trunk roads, or more than 100000 square meters of hard pavement area of city squares.
(2) cumulative construction of urban bridges with an area of more than 100000 square meters, or 3 urban bridges with a single span of more than 40 meters.
(3) accumulative construction of more than 20 km of drainage pipelines with a diameter of more than 1 m (including square trenches with a net width of more than 1 m), or more than 20 km of water supply and reclaimed water pipelines with a diameter of more than 0.6 m; or more than 20 km of medium pressure gas pipeline projects with a diameter of more than 0.3 m; or more than 20 km of thermal pipeline projects with a diameter of more than 0.5 m.
(4) 2 projects to build sewage treatment plants of more than 80 000 tons per day or water supply plants of more than 100000 tons per day, or 4 water supply pumping stations of more than 200000 tons per day and 4 drainage pumping stations of more than 100000 tons per day
(5) two municipal solid waste treatment projects of more than 500 tons per day should be built.
(6) the cumulative construction of more than 3 kilometers of urban tunnels with a cross-section of more than 20 square meters
(7) 2 municipal comprehensive engineering projects with a single contract value of more than 30 million yuan.
5.1.4 Technical equipment
Has 2 of the following 3 items of mechanical equipment:
(1) 2 sets of asphalt concrete paving equipment with a paving width of more than 8 meters
(2) 2 graders over 100 kilowatts
(3) 2 pipe jacking equipment with a diameter of more than 1.2 meters.
5.2
Second-level qualification standard
5.2.1 Enterprise assets
The net asset is more than 40 million yuan.
5.2.2 key personnel of the enterprise
(1) there are not less than 12 registered builders of municipal public works.
(2) the technical person-in-charge has more than 8 years of experience in engineering construction technical management, and has the senior professional title of municipal engineering or the professional qualification of first-class registered builder of municipal public works; there are not less than 15 people with intermediate professional titles related to municipal engineering, and the specialties are complete.
(3) there are not less than 30 construction site management personnel holding post certificates, and the construction staff, quality personnel, safety personnel, mechanics, price makers, labourers and other personnel are complete.
(4) not less than 75 skilled workers at or above the intermediate level who have passed the examination or training.
5.2.3 Enterprise Engineering performance
In the past 10 years, he has undertaken the construction of 4 of the following 7 categories of projects, of which at least the projects listed in Category 1 are qualified.
(1) more than 10 kilometers of urban roads have been built, or more than 500000 square meters of urban roads have been built.
(2) the cumulative urban bridge area is more than 50,000 square meters, or two urban bridges with a single span of more than 20 meters are built.
(3) accumulative construction of more than 10 km of drainage pipeline projects, or more than 10 km of water supply and reclaimed water pipeline projects, or more than 10 km of gas pipeline projects, or more than 10 km of thermal pipeline projects.
(4) 2 projects to build sewage treatment plants of more than 40,000 tons per day or water supply plants of more than 50,000 tons per day, or 4 water supply and drainage pumping stations over 50,000 tons per day.
(5) two municipal solid waste treatment projects of more than 200 tons per day should be built.
(6) the cumulative construction of urban tunnels is more than 1.5 km.
(7) 2 municipal comprehensive engineering projects with a single contract value of more than 20 million yuan.
5.3
Third-level qualification standard
5.3.1 Enterprise assets
The net asset is more than 10 million yuan.
5.3.2 key personnel of the enterprise
(1) there shall be not less than 5 registered builders of municipal public works.
(2) the technical person-in-charge has more than 5 years of experience in engineering construction technical management, and has the professional title of intermediate or above in municipal engineering or the professional qualification of registered builder of municipal public works; there are not less than 8 people with intermediate or above professional titles in municipal engineering.
(3) there are not less than 15 construction site management personnel holding post certificates, and the construction staff, quality personnel, safety personnel, mechanics, price makers, labourers and other personnel are complete.
(4) not less than 30 skilled workers at or above the intermediate level who have passed the examination or training.
(5) the technical person-in-charge (or registered architect) has presided over the completion of not less than 2 projects required by the qualification level 2 or above in this category.
5.4
Scope of contracted project
5.4.1 first-tier qualification
Can undertake the construction of all kinds of municipal public works.
5.4.2 second-level qualification
Can undertake the construction of the following municipal public works:
(1) all kinds of urban roads; urban bridges with a single span of less than 45 meters
(2) Water supply projects under 150000 tons per day; sewage treatment projects under 100000 tons per day; water supply pumping stations under 250000 tons per day, sewage pumping stations under 150000 tons per day, Rain Water pumping station; all kinds of water supply and drainage and reclaimed water pipeline projects
(3) Gas pipelines and pressure regulating stations below medium pressure; thermal projects and all kinds of thermal pipeline projects with heating area below 1.5 million square meters
(4) all kinds of municipal solid waste treatment projects
(5) Tunnel works and underground traffic works with sections below 25 square meters
(6) hard paving of all kinds of city squares and ground parking lots
(7) Municipal comprehensive projects with a single contract value of less than 40 million yuan.
5.4.3 level III qualification
Can undertake the construction of the following municipal public works:
(1) Urban road engineering (excluding expressways); urban bridge projects with a single span of less than 25 meters
(2) Water supply plants of less than 80,000 tons per day; sewage treatment projects of less than 60,000 tons per day; water supply pumping stations of less than 100000 tons per day, sewage pumping stations of less than 100000 tons per day, and Rain Water pumping stations with a diameter of less than 1 meter; sewage and reclaimed water pipes with a diameter of less than 1.5m
(3) medium and low pressure gas pipelines and pressure regulating stations below 2 kg / square centimeter; thermal projects with heating area less than 500000 square meters and thermal pipes less than 0.2m in diameter
(4) Municipal solid waste treatment projects with a single contract value of less than 25 million yuan
(5) Underground transportation projects with a single contract value of less than 20 million yuan (excluding rail transit projects)
(6) Hard paving of city squares and ground parking lots below 5000 square meters;
(7) Municipal comprehensive projects with a single contract value of less than 25 million yuan.
Note:
1. Municipal public works include water supply engineering, drainage engineering, gas engineering, thermal engineering, road engineering, bridge engineering, urban tunnel engineering (including mountain and river tunnels, subway tunnels, underground transportation engineering, underground street crossing channels in urban planning areas), public transportation engineering, rail transit engineering, environmental sanitation engineering, lighting engineering, and greening engineering.
2. Municipal comprehensive projects refer to any two or more types of projects including urban roads and bridges, water supply, drainage, reclaimed water, gas, heat, electricity, communications, lighting, etc.
3. Professional titles related to municipal engineering include professional titles such as roads and bridges, water supply and drainage, structure, electromechanical, and gas.
